In my previous
blog entry I was writing about the Salary Disclosures for government employees
who make over 60,000 a year. Highlighting the Department of Health and Horizon
Health Network. In doing the research for the blog entry. More questions came
up. I felt the questions were relevant to do a separate blog entry. If I am
asking these questions….others are asking these questions.
How many employees
in Horizon Health Network make under 60,000 a year? Those numbers are relevant
as well.
Which reports are
these salaries factored into? The Department of Health reports for healthcare?
The Horizon Health Network Annual Reports for Statement of Operations?
Why does the CEO
of Horizon Health Network fall under the Department of Health salary disclosure
and not fall under the Horizon Health Network salary disclosure?
Vitalité’s
previous CEO Rino Volpé also falls under the Department of Health. Not under
Vitalité’s Salary Disclosure. Why?
Why was CEO Rino
Volpé fired by the Minister of Health (Victor Boudreau)? Oh yes, this is highly
relevant! It was not a board decision. That was a Victor Boudreau decision.
Rino Volpé is now
suing the Province of New Brunswick for almost 1.3 million dollars. This leads
to more questions.
What fund will
this come from?
Was John McGarry
(CEO of Horizon Health Network) forced to retire?
Or was he about to
get fired by Victor Boudreau?
Oh wait…chances
are it would look REALLY bad if two health authorities CEO were fired within
1-2 years of each other. STEALTH MODE!

These two boys have been butting heads for a while.
If you do not play the game…you
get ousted. You either get fired or they make your life a living hell to the point
that you quit/resign or if eligible…retire. It’s ok for the select group to do
whatever they want to---it’s not ok for the ones who do not play the game.
Is that is what is
happening here as well?
Why is it that the
Health Minister Victor Boudreau can fire a CEO of a health network, yet not
tell a health network “you are not shutting down Charlotte County Hospital’s OR”,
or any services or facilities that are currently operating?

“Health Minister
Victor Boudreau hasn't given up hope of finding a way to keep
the surgical program at Charlotte County Hospital in St. Stephen open.”
“Charlotte County
residents requiring surgery will be treated at other Horizon Health facilities,
they said.” Saint John or Fredericton.
Here’s the WHY:
As I said in my letter to Premier Brian
Gallant –it’s CYA. Remember “you gotta play the game.” Why tell the health
network (the CEO) what to do, even though you have the “power” to….when you can
possibly look like the hero?
There are people
out there that do this. There’s studies on it. If you have ever taken a psychology
class you have studied it. If you have ever watched criminal TV shows you have
seen the story lines. The firefighter is actually the firebug because they need
to look like the hero. Just because the criminal tv or movie states it’s not
based upon actual events…It is. You know some Dumb A has done it. It’s also why
disclaimers were created “Warning do not try this at home.”
However, for Premier
(Brian Gallant) and his government (Victor Boudreau….etc), it comes down to
votes. In order to build themselves up….someone has to get torn down. It’s
called scapegoat. No…McGarry is not off the hook, because I think him and
others with in the Horizon Health Network have mismanaged the network. John McGarry is
not the sole person to blame. If a Health Minister has the brass to fire a CEO…he/she
has the brass to keep or take away services. They all fall under the Premier. So
any Premier who is in term…condones it.
