Victor Boudreau Responds to My Letter to the Premier


This afternoon via e-mail I received a letter from the Department of Health Minister, Victor Boudreau. It was in response to the letter I wrote to the Premier (Brian Gallant). Actually, I was surprised that I got a response at all.

PC Leader Candidate Jake Stewart’s Press Release




I saw his release come through my news feed on Facebook. “PC Leadership Candidate Stewart Speaks Out About Charlotte County Hospital Issue.”

Has any other PC who is running to become the leader of this party said anything in regards about this? Or truly anything in regards to rural NB. I’m looking…I’m looking ahhhh NO.

The Charlotte County Hospital could be anywhere in New Brunswick, a hospital, school, ferry or fire service, you can insert any rural service you'd like.”

“What is required here is real leadership and not politicians trying to play political games to meet their own agenda. Apply the common sense principles of transparency, accountability and ethics to the Charlotte County Hospital situation and I'm sure things would be different.”

As I have said before I don’t pick parties, never have and I never will. I will say this whoever ends up running for Premier in 2018; Liberal, PC or other party. NB’ers you need to ask questions…the hard questions.  The problems within NB have not been just one party.

I’m not going to lie. Even from Athens, GA I’m listening to what Jake Stewart is saying.

Issues within NB’s/Canada healthcare, makes a market in the US.


I came across an article online http://www.syracuse.com/health/index.ssf/2015/12/wait.html Syracuse hospitals want to lure Canadians weary of long health care waits” The article was written in December 2015.

Now granted the article is from Syracuse, NY so obviously the market is going to be predominately Ontario residents. However, for cities in the US, close to the border this is an excellent business and marketing strategy.

I wonder how much money Canada and Provinces have lost in health care, due to Canadians opting to receive their surgeries or care in the US?

The hospital bill alone for knee replacement surgery in Syracuse can be $20,000 or more. Are there enough Canadians who can afford to pay out of pocket for big medical bills like that?



Some Canadians are already spending a lot to travel to Florida in the winter and get medical procedures while there, according to Mankiewicz . "They fly over our heads to another market," he said. Some also go to Buffalo for health care.”



Here’s something I didn’t know, but it sure makes a lot of sense. “A growing number of Canadian businesses buy private health insurance for their executives so they can seek care outside the Canadian system and not be sidelined for extended periods of time by health problems, Mankiewicz said.”



With this little piece of knowledge it makes me ask more questions.



Are there any businesses/ entities in NB paying private insurance for their executives/higher ups, to obtain care outside of New Brunswick?



Does the Government of New Brunswick have private health insurance for the higher ups/execs to receive care in the US?



Have any of the higher ups in the Government of New Brunswick received care or had procedures done in the US, due to the issues within the health system of New Brunswick?


It won’t be the average household (medium income families) in New Brunswick or across Canada who will be able to afford opting to receive care in the US. It’s going to be high income households who will be able to afford this. High income households in my opinion make over 100,000 a year.

Part 2: Spotlight on the Elephant in the Room


In Part 1. I was talking about media reports of Charlotte County residents wanting to take back Charlotte County Hospital from Horizon Health Network and having a local health board. Minister Boudreau feels it would be taking a step backwards. I disagree.

When a health authority (HHN) has made no progress, operates in the red each and every single year since coming to New Brunswick, it’s time for New Brunswicker’s to look at different options. I am #NBPROUD that Charlotte County has stood up and said, this is not working, this hasn’t been working. Our resident deserve better. Charlotte County Hospital is capable of a lot more than what the health authority deems.

WHO IS TRULY HOLDING NEW BRUNSWICK BACK?

Below are excerpts from Horizon’s Corporate Message for each physical year. I have provided the page number of the PDF’s.


2008-2009 Horizon Health Network Corporate Message Excerpt, Page 9: On September 1, 2008 the new Brunswick healthcare system went through a number of important structural changes that will go a long way to improve healthcare delivery within the province. the eight former Regional Health authorities became two new organizations – Regional Health authority a (RHa a) and Regional Health authority B (RHa B).

Strong from the onset, the new structure of RHa B was created and staffed with a highly qualified group of professionals dedicated to ensuring that all new Brunswickers receive safe and high quality health care.

2009-2010 Horizon Health Network Corporate Message Excerpt, Page 11: Several major accomplishments achieved include the introduction of a new corporate name and brand and the development of a four year strategic framework. Horizon also played a major role in research, education, innovation and health and wellness initiatives in the Province of New Brunswick.

These accomplishments were achieved while remaining within the financial projections provided to the department of Health. Horizon, which operates a $1.1 billion budget with 14,000 employees and 1,000 physicians, will continue to exercise fiscal prudence while endeavouring to provide the best possible care to the citizens of New Brunswick.

as Horizon continues to grow, it also continues to seek out the best and most efficient ways to provide health-care services to New Brunswickers. this is one of the reasons we are excited to be one of five critical partners chosen by the Provincial Government to participate in the Performance excellence Process. this government-wide strategic management process is a results-oriented, long-term approach that is expected to improve patient services, increase efficiencies, and reduce costs.

2012-2013 Horizon Health Network Corporate Message, Excerpt, Page 10: Horizon has made significant strides in research, innovation, quality, and health and wellness initiatives in New Brunswick. These accomplishments were achieved while remaining within the funding provided by the Department of Health. Our five-year plan outlines our four priorities of patient-focused care, developing advanced models in selected areas, redirecting resources, and advocating firmly. This is not something that can be done overnight or in silos.

These are their words verbatim. Not mine. More questions. Has health care gotten better or worse with Horizon in New Brunswick?

Victor Boudreau’s opinion is it would be taking a step back-wards in health care, having a local board for Charlotte County Hospital.

He also said in 2010  "Atcon is not a one trick pony; they don't just have one contract that they're working on. So we're hopeful that once this facility is complete they'll be able to produce these types of beams and continue that work for other projects." http://www.cbc.ca/news/canada/new-brunswick/don-t-worry-about-atcon-loan-guarantees-minister-1.923297Boudreau could not cite any example of future projects, but said he has faith in Atcon.Boudreau could not cite any example of future projects, but said he has faith in Atcon. (he was not able to provide other projects ATCON had.) Why? Because they were a one trick pony.

FYI before working in health care, I also worked for a grading company.

From the looks of it, the Atcon disaster was predicted by numerous people, in New Brunswick. “ASININE” was quoted.

New Brunswick, you have the exact same person, well actually you have others who are Ministers in the New Brunswick government today.

If Gallant had disclosed during his election campaign that people who were involved with the Atcon debacle, were his pick for Minister’s, would New Brunswick have elected him Premier? That’s like letting a fox guard your chicken coup.

Economy Plan 2016, Excerpt, page 4

Deeper Dive: Taking Control of our Destiny:


We have to realize that no one else is coming to our rescue.

We must take control of our collective destiny. If we are to achieve the vision for our province in the long term, it will be our decisions – as individuals, families, business owners, community leaders and government – that will make it happen.

Charlotte County wants to take control of their destiny. Having Charlotte County Hospital back with a local board, is viable.  Charlotte County Hospital and the services it provides is vital for Charlotte County’s economy. It’s apparent that the people in charge in Fredericton, do not grasp that concept.

Again there are questions that need to be asked in respect to going this route as well.

What will be the roles and responsibilities of the community health board and each of its members?

How long will a board member be allowed to serve on the board?

Since Horizon came into the Province, what roles have staff been a part of at each facility, or in this case Charlotte County Hospital? What roles have been taken away at Charlotte County Hospital (and other facilities) since Horizon came to the Province, or before Horizon started?

Will there be transparency?

Having a local board, does not mean that the community will always agree with the decisions made.

Services cost money. There would be a budget CCH would have to keep within. The goal is to provide better services for Charlotte County residents. Board members, CCH and the community would have to do it wisely, and work together.  Otherwise, the hospital and the community could very well be in the exact same boat it is now with Horizon.

If anyone can do it, Charlotte County can.

Spotlight on the Elephant in the Room Part 1

Monday on my Facebook feed I saw a head line from 98.1 The Tide (St. Stephen Radio Station). “Concerned Citizens Say They Want their Own Health Plan for CCH.” http://thetide.ca/news/1875008512/concerned-citizens-group-say-they-want-their-own-health-plan-cch 
Excerpt from article:
Co-Chair of CCCC, John Gardner says enough is enough, and the group has now put a proposal on the table for government, asking the authorities to work with them to develop a plan for the hospital to move forward, "If the authorities are not willing to work with us, then we're requesting the Premier to instruct Horizon Health to turn over the [Charlotte County] Hospital's operating budget to the residents of Charlotte County. We want to go back to an independent board, who will operate the hospital, independent from Horizon Health."
Gardner claims, if this goes through, it will be big for rural New Brunswick, calling us the "canary in the coalmine" as everyone is watching Charlotte County right now.

Charlotte County residents, just put a spotlight on the elephant in the room!
I would be surprised if other areas/residents/hospitals/facilities have not thought the same thing. 
Excerpt From Article:
Health Minister Victor Boudreau said he doesn’t see that happening.
“I think that would be taking a step back in the way our hospitals were governed in the past,” Boudreau said. In “my” opinion, he doesn’t even believe this. Mr. Boudreau, your eyes gave you away. You might want to work on that.  
#VictorBoudreau, how would this option, be taking a step back for ANY health care facility in the Province of New Brunswick?
How could communities do any worse than what Horizon Health Network has been doing since 2008? Lose services to a hospital, lose the hospital all together? I have more faith in the residents of Charlotte County taking care of their hospital, than anyone else.
No one else is fighting for Charlotte County Hospital harder than residents of Charlotte County. The Premier is not fighting for it. Victor Boudreau is not fighting for it. Horizon Health is not fighting for it. MLA’s are not fighting for it.
Have Charlotte County Residents heard a peep out of MLA John Ames and Minister Rick Doucet since Saturday?
 Have they called out Victor Boudreau publicly after what transpired Saturday? Victor Boudreau had no issue throwing them under the bus publicly. Are they hiding under a rock? Did someone remove hands from the puppets?
Of course Victor Boudreau is going to “tell residents” that it would be a step back.  
Charlotte County…It is possible! Victor Boudreau knows it. Horizon Health knows it.

Discontent in Charlotte County

Friday September 23, 2016 during the day – members of C4 (Concerned Citizens of Charlotte County) met with MLA John Ames, Minister of Health Victor Boudreau and also reps of Horizon Health (apparently Dr. Edouard Hendriks)

Friday September 23, 2016 evening – A News Release was distributed to media sources. It was posted on Horizon Health Website, CBC news had it and St. Croix Courier received it. Obviously Horizon Health Network was the source of the News Release since it was on their website.


Saturday September 24th, 2016 2pm – The Town Hall Meeting took place for Charlotte County Residents. MLA John Ames and Minister Rick Doucet were present for this information session. Both of them spoke during the meeting. See what BOTH of them said in front of Charlotte County Residents.

September 24, 2016 CBC News, last night             http://www.cbc.ca/player/play/772625987904 The segment regarding Charlotte County Hospital begins in the segment at 3 Minutes and 30 seconds.
Minister Victor Boudreau - only procedures that use local anesthesia will be done at CCH, citing those are the types of surgeries mainly done in the region.
No NEW staff is being sought by the Province at the moment.
Boudreau has thrown several people under the bus, regarding this issue.
If I were MLA John Ames or Minister Rick Doucet, I would be livid, right now with Victor Boudreau. MLA John Ames represents Charlotte-Campobello, Minister Rick Doucet represents Fundy Isles-Saint John West. http://nbliberal.ca/provincial-mlas/ They were either puppets or a part of the lie. Neither is good for residents.
My opinion, the common problem seems to be Minister Victor Boudreau. Yes, the reality is there are many problems within the government of New Brunswick.
McGarry (CEO of Horizon), called him out over Twitter. http://www.cbc.ca/news/canada/new-brunswick/victor-boudreau-wishes-horizon-ceo-had-called-before-tweeting-1.3025098 It was not too long after McGarry was announcing he was retiring.

News Release Regarding CCH is Damage Control

Many residents around Charlotte County are probably a buzz tonight, because there was a press release. Above you will see 3 places I found the news release on.

It sounds GREAT. That's what Charlotte County Residents want to hear. Right?

Yes, I am going to pop this balloon. You can judge me all you want. I can handle it.

I find it fitting that a news release was posted on the eve before the Town Hall Meeting by Concerned Citizens of Charlotte County was taking place.

FYI the news release was obviously done by those being criticized regarding the decision. MLA John Ames, Health Minister Victor Boudreau and Horizon Health Network.

Why would Charlotte County residents come to a town hall meeting after this press release? It sounds GREAT. This is what Charlotte County wants. Right? Ummmm no.

I think there is more it than what is in News Release.

Here is what caught my eye the very first time I read the News Release

"Services at the Charlotte County Hospital will continue as usual," said Dr. Edouard Hendriks, vice-president of medical, academic and research affairs for Horizon in a news release.  

"That means the emergency department, in-patient services, dialysis, operating rooms — everything currently in place will continue to operate as it does today."

Guess what....that means the OR is running part-time. From what I have gathered, that means the OR is operational 2 days a week.

Residents of Charlotte County. Do now have the mindset that the News Release means you have all the information and you do not need to attend tomorrow's Town Hall Meeting taking place at 2p.m.

I don't know what is going to be discussed at the meeting tomorrow. I don't know what information is being provided/presented  to residents tomorrow. If I had the finances, I would have had a plane ticket from Atlanta to Saint John to be there for the meeting.
